Requires public bodies and agencies providing coverage to maintain written or electronic settlement agreements as public records, including a description of the claim, released parties, and financial compensation.

Settlement agreements are public records except where statutory exemptions apply; private insurers and public agencies must provide copies to the public body for public record maintenance.

Settlement agreements exceeding $50,000 or 1% of the public body's annual budget (whichever is less) must be included as agenda items at the next meeting of the covering agency and the public body for informational purposes or approval.

Prohibits confidentiality or nondisclosure clauses from withholding settlement agreements or related public records from disclosure, though does not require parties to comment on settlements in violation of other confidentiality laws.

Excludes from these requirements settlement agreements involving the state, state agencies, or state employees, and claims related to health insurance contracts.
