Establishes the Automation Projects Fund administered by the Department of Administration, consisting of legislatively appropriated monies for implementing, upgrading, or maintaining automation and information technology projects for state agencies, with continuous appropriation and exemption from lapsing provisions.

Requires the Joint Legislative Budget Committee to review the Department of Administration's expenditure plan for the Automation Projects Fund before any monies are spent.

Amends section 41-1273 to change the budget analyst's reporting deadline from November 1 to December 1 in odd-numbered years and modifies the content of the fund report to list statutorily deleted and newly created funds and those changing appropriated status.

Limits aggregate liabilities incurred during any declaration of emergency to $2,900,000 in fiscal year 2012-2013.

Requires the Office of Administrative Hearings to hold hearings for appealable agency actions and contested cases as soon as reasonably possible in fiscal year 2012-2013.
