Suspends statutory caps and transfers of highway user revenue fund monies to the Department of Public Safety for fiscal year 2012-2013.

Suspends multiple reporting requirements for fiscal year 2012-2013 in juvenile justice, court programs, drug treatment, and child support matters.

Transfers remaining monies from the capital postconviction public defender office fund and photo enforcement fund to the state general fund effective June 30, 2012, and directs photo enforcement collections to the general fund going forward.
