Restructures Arizona State Parks Board funding by replacing the state parks enhancement fund with a new state parks revenue fund consisting of user fees, concession fees, donations, appropriations, and asset sales.

Eliminates restrictions on use of state parks revenue fund monies, allowing legislative appropriation for both park operations and acquisition/development of new state parks subject to joint committee on capital review.

Authorizes the Department of Environmental Quality to transfer up to $1.8 million from the emissions inspection fund to the safe drinking water program in fiscal year 2012-2013.

Suspends administrative caps on the underground storage tank revolving fund and allows transfer of $6.531 million for departmental administrative costs in fiscal year 2012-2013.

Reduces Arizona State Parks Board appropriations by $12.257 million from enhancement and reservation surcharge funds, offset by $12.557 million appropriation from the newly created state parks revenue fund.
