Urges U.S. Congress to enact the military service provisions of the DREAM Act to allow undocumented immigrants brought to the country as children to serve in the armed forces and obtain citizenship.

References PFC Silvestre S. Herrera, the first Arizona soldier in World War II to receive the Medal of Honor, who was brought from Mexico at 18 months old and volunteered for military service despite not being a citizen.

Honors PFC Herrera's sacrifice, including losing both legs in combat during a March 15, 1945 operation in France that captured eight German soldiers and saved fellow soldiers' lives.

Proposes that qualified young men and women brought to the country before age 16, who are high school graduates and of good character, should be permitted to enlist in the military and be granted U.S. citizenship upon honorable discharge after at least three years of service.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona members of Congress.
