Urges the United States government to immediately transfer all public lands within Arizona's borders directly to the State of Arizona by December 31, 2013.

Argues that Arizona's Enabling Act contemplated the federal government would dispose of public lands within the state within a reasonable timeframe, similar to practices with prior states admitted to the Union.

Claims the federal government lacks constitutional authority under Article I, Section 8, Clause 17 to retain national parks and other designated lands without Arizona Legislature consent.

States Arizona has been substantially damaged by lost tax revenues, mineral lease revenues, and severance taxes that would have benefited public schools and the state's permanent fund since statehood in 1912.

Requests the Arizona Secretary of State transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House, the Secretary of the Interior, and all Arizona Members of Congress.
