AZ HCM2003

Urges the United States Congress to enact legislation transferring Bureau of Land Management (BLM) lands to the State of Arizona to be held as state trust land.

States that the BLM currently administers 12.2 million surface acres of public lands in Arizona that could be better managed by the state than by federal agencies.

Asserts that transferring BLM lands to state control would double the annual revenue to Arizona's permanent school fund and provide additional resources for public education.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, the Secretary of the Interior, and all Arizona members of Congress.
