Requests Congress to propose and submit to the states for ratification a balanced budget amendment to the United States Constitution.

Amendment would require total federal appropriations in any fiscal year not exceed total estimated federal revenues for that fiscal year, absent a national emergency.

Cites federal public debt exceeding $15 trillion and raising concerns about fiscal responsibility and economic opportunity for current and future generations.

Directs Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the House, all Arizona Members of Congress, and state legislatures nationwide.
