AZ HCR2011

Proposes an amendment to Article X, Section 4 of the Arizona Constitution relating to state trust lands sale and disposal procedures.

Restructures the constitutional language by separating requirements into three subsections: appraisal of trust lands (subsection A), conditions for sale or disposal (subsection B with two numbered provisions), and transfer of legal title (subsection C).

Maintains existing substantive requirements that lands must be appraised at true value, sales cannot be for less than appraised value or minimum price, credit sales require security, and legal title does not pass until consideration is paid.

Makes technical corrections to the constitutional text including replacing "thereof" with "of trust land" and changing "shall have been paid" to "has been paid" for grammatical clarity.

Requires submission of the proposition to Arizona voters at the next general election for approval.
