Proposes amending Article IX, Section 3 of the Arizona Constitution relating to annual taxation requirements for state expenses and debt payment.

Removes the phrase "in money only" from the constitutional requirement that all taxes levied and collected for state purposes be paid into the state treasury.

Requires the Secretary of State to submit the proposed amendment to voters at the next general election for approval.

Makes a technical correction to clarify that taxes need not be paid exclusively in monetary form, allowing for alternative payment methods.
