AZ HCR2029

Proposes amending Article IX, Section 7 of the Arizona Constitution to allow the state and its subdivisions to own securities obtained through licensing or transfer of technology and intellectual property created or acquired by the Arizona Board of Regents and its institutions.

Creates an exception to the constitutional prohibition against government ownership of stock in companies or corporations, specifically for technology transfer arrangements with educational institutions.

Securities obtained under this exception must be solely for investment purposes as direct consideration for licensing or transferring technology or intellectual property interests.

Maintains existing constitutional prohibitions against government credit, donations, and subsidies to private entities, except for the new technology transfer exception.

Requires voter approval through a general election ballot proposition as outlined in Article XXI of the Arizona Constitution.
