Proposes amendment to Article XVIII, Section 8 of Arizona Constitution to allow legislature to deny or limit workers' compensation for injuries where worker's use of alcohol, medical marijuana, or unlawful controlled substances was a substantial contributing cause.

Modernizes constitutional language by replacing outdated terms "workmen" and "workman" with "workers" and "worker" throughout the workers' compensation provisions.

Maintains employee option to either accept workers' compensation settlement or retain right to sue employer, except in cases of willful injury with disregard for employee safety.

Protects compensation percentages and amounts established in House Bill 227 from reduction except through voter initiative or referendum process.

Requires the Secretary of State to submit the proposed amendment to voters at the next general election.
