Proposes an amendment to Article IX of the Arizona Constitution by adding Section 25 regarding a budget stabilization fund.

Requires the legislature to establish at least one fund where a portion of surplus tax collections must be deposited.

Makes funds available for appropriation by the legislature only when state revenues in a fiscal year fall to 90 percent or less of the expenditure limit for that fiscal year.

Directs the Secretary of State to submit this constitutional amendment to voters at the next general election.
