AZ HCR2035

Proposes a constitutional amendment requiring voter approval that grants the Arizona Legislature authority to appropriate "noncustodial federal monies" including block grants, revenue sharing funds, and other federal funds where the state has broad spending discretion.

Defines "noncustodial federal monies" to exclude funds awarded to universities, the Arizona Board of Regents, the Department of Emergency and Military Affairs, and school districts or community colleges.

Requires all noncustodial federal monies received by state agencies to be accounted for in separate accounts and establishes that the Legislature retains appropriation authority over these funds.

Allows the Legislature to make lump sum appropriations for unanticipated federal monies when not in session, subject to joint legislative budget committee advance review; specifies that appropriations automatically reduce proportionately if less federal money is received than appropriated.

Directs the Secretary of State to submit the proposition to voters at the next general election for approval.
