Modifies Arizona Revised Statutes Section 35-144 to change rules governing transfers from the budget stabilization fund to the state general fund.

Allows the legislature to transfer monies from the budget stabilization fund only when the legislature has reduced appropriations for that fiscal year relative to the prior fiscal year, with transfer amount capped at the reduction amount.

Removes the automatic transfer requirement that previously occurred when annual growth rate was both less than 2 percent and less than the trend growth rate.

Requires submission of this measure to voters at the next general election for approval as a constitutional amendment.
