AZ HCR2039

Proposes amending Arizona Constitution Article VIII, Part 1, Sections 3 and 4 to modify the recall process for public officers.

Changes recall elections from a single election to a two-stage process: a special recall primary election followed by a special recall general election.

Requires the incumbent's name to be placed on the primary ballot for nomination by their political party, unless the incumbent requests otherwise in writing, with primary winners advancing to the general election.

The candidate receiving the highest number of votes in the special recall general election shall be declared elected for the remainder of the term, and the incumbent is deemed removed unless they receive the most votes.

Directs the Secretary of State to submit this proposition to voters at the next general election for approval.
