Enacts a new law requiring health care providers to verify that patients are eligible, currently enrolled AHCCCS members before providing nonemergency medical care, effective October 1, 2013.

Requires providers to document verification with each claim for reimbursement submitted to AHCCCS, with the administration refusing to process claims lacking proper documentation.

Directs AHCCCS administration to implement a fraud prevention verification system through a request for proposals process, allowing physicians and health care providers to verify patient enrollment status at the point of service.

Mandates the verification system be fully implemented by October 1, 2013.

Submits the measure to voters at the next general election for approval.
