Enacts a measure for voter approval relating to the Arizona Health Care Cost Containment System (AHCCCS) third-party coverage audits and recovery methodologies.

Requires AHCCCS to conduct annual audits by July 1 each year matching member identities electronically against other health plan enrollments to determine payment primacy, with results filed to the Department of Insurance by September 1.

Mandates AHCCCS submit annual audit results to the Governor, House Speaker, Senate President, Joint Legislative Budget Committee, and Secretary of State by September 1 each year.

Requires AHCCCS to issue a public request for proposals reviewed by the Joint Legislative Audit Committee for contracts to determine third-party liability and coordination of benefits using a cost avoidance and recovery methodology.

Specifies that recovery contractors must demonstrate their cost avoidance methodology in proposals and be compensated through recovered costs with reasonable reimbursement limits specified in the contract.
