Proposes constitutional amendment allowing the legislature to refer measures to voters at the primary election instead of only at the general election.

Amends Article IV, Part 1, Section 1 to specify that measures referred by the legislature go to the next regular primary election, while measures referred by qualified electors go to the next regular general election.

Amends Article XXI, Section 1 to allow proposed constitutional amendments passed by the legislature to be submitted to voters at the next primary election, or at a special election if the legislature calls one.

Changes terminology from "centum" to "cent" throughout both constitutional sections for consistency.

Requires submission of this proposition to Arizona voters at the next general election.
