Proposes constitutional amendment to prohibit death penalty sentences in Arizona by adding Article II, Section 38 stating "No person shall be sentenced to death in this state."

Removes reference to "capital offenses" from Article II, Section 22 regarding bail eligibility exceptions for criminal defendants.

Amends Article II, Section 23 to remove "death or" from the requirement that juries in cases where death or 30+ year sentences are authorized consist of twelve persons with unanimous verdict requirement.

Repeals Article XXII, Section 22 of the Arizona Constitution relating to judgment of death.

Requires submission of the proposed amendment to voters at the next general election for approval.
