AZ HCR2051

Increases the independent redistricting commission from 5 members to 12 members, with no more than two members from the same political party.

Changes the appointment process so that the four legislative leaders each appoint three members (instead of one) to the commission, with geographic and partisan balance requirements for each leader's appointments.

Requires commission members to select a chair and vice-chair from among themselves, rather than having the chair automatically be a fifth member appointed separately.

Adjusts quorum and voting requirements from three members to seven members, and changes voting requirement from three affirmative votes to seven or more affirmative votes for official actions.

Requires voter approval through a general or special election before the amendments to Arizona's Constitution take effect.
