HCR 2054 Summary

• Establishes the Alcohol and Substance Abuse Prevention and Early Intervention Commission consisting of 5 state agency representatives (nonvoting) and 13 public members appointed by the Governor, including 10 from community coalitions and 3 from tribal entities.

• Creates the Alcohol and Substance Abuse Prevention and Early Intervention Fund to be administered by the commission for awarding contracts to organizations providing prevention and early intervention services and programs.

• Imposes excise taxes on alcoholic beverages: 25 cents per gallon on spirituous liquor, $1 per gallon on wine (≤24% alcohol), 25 cents per 8-ounce unit on fortified wine, and $1 per gallon on malt liquor and cider.

• Directs all revenue from the new excise taxes to be deposited into the prevention and early intervention fund, which shall not be subject to legislative appropriation or lapsing provisions.

• Requires the commission to submit annual reports on activities and expenditures, contract for periodic program evaluations, and undergo annual audits by a certified public accountant.
