HCR 2058 Summary

• Proposes an amendment to Article IX, Section 14 of the Arizona Constitution to clarify allowable uses of Highway User Revenue Fund (HURF) monies.

• Lists eight specific allowable uses for highway user revenues: state highway system administration, highway bond payments, traffic enforcement and safety, Arizona Highways magazine costs, construction and maintenance of highways/streets/bridges, rights-of-way acquisitions, roadside development, and distributions to counties, cities and towns for highway purposes.

• Removes language limiting the restriction on automobile license tax revenues from the general prohibition on non-highway expenditures of highway user revenues.

• Preserves the requirement that total state and county highway revenues not fall below amounts received in fiscal year ending June 30, 1970.

• Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
