Changes Arizona House districts from two representatives per district to one representative per district, reducing total House seats from 60 to 90 and increasing Senate districts from 30 to 45.

Extends legislative terms from two years to four years beginning with the fifty-first legislature in 2013, while maintaining the four consecutive term limit for both senators and representatives.

Provides transition rules for legislators already in office, allowing those elected in 2007, 2009, and 2011 additional terms under the new four-year structure.

Requires redistricting to be performed by the independent redistricting commission using the new district structure, with new districts fully applicable starting with the 2014 general election.

Makes changes to the Arizona Constitution that are subject to voter approval through a general election ballot proposition.
