AZ HJR2002

Authorizes the Arizona Director of Water Resources to forbear (voluntarily refrain from exercising) Arizona's rights to intentionally created surplus Colorado River water arising from cooperative projects with Mexico.

Permits the director to enter into the 2012 Lower Colorado River Basin Forbearance Agreement for Binational Intentionally Created Surplus and similar agreements with lower Colorado River contractors, provided Arizona water users will not be adversely affected.

Requires the International Boundary and Water Commission to execute a treaty minute with Mexico allowing Arizona, California, and Nevada to partner with Mexico to supplement the Colorado River mainstream and create intentionally created surplus.

Mandates the director promptly notify the Governor, President of the Senate, and Speaker of the House, and provide written reports to relevant legislative committees on any agreements entered into under this resolution.

Expires the authority granted to the director on December 31, 2012, and specifies this action addresses unique and extraordinary circumstances.
