Responds to the Arizona Independent Redistricting Commission's January 17, 2012 certification of final congressional and legislative district maps, which the legislature rejected as fundamentally flawed.

Enables future legislation to call a special election for voters to approve the alternative redistricting plans as amendments to Article IV, Part 2, Section 1 of the Arizona Constitution.
