Amends Arizona Revised Statutes section 11-903 regarding city or town participation in county free library districts.

Corrects statutory language by removing redundant reference to "free" in the phrase "free county free library district" and restructuring it as "county free library district."

Allows incorporated cities and towns in a county to join a county free library district by notifying the board of supervisors, entitling their residents to library benefits.

Permits incorporated cities and towns to withdraw from county free library district participation at any time by notifying the board of supervisors.

Requires governing bodies to publish notice in a newspaper of general circulation for three successive weeks before taking action to join or withdraw from the county free library district.
