Amends Arizona law to expand the definition of prohibited conduct from using "a telephone" to using "any electronic or digital device" when making threats, using obscene language, or engaging in harassing communications with intent to terrify, intimidate, or offend.

Broadens the scope of communications covered under the statute to include any "wired or wireless communication device and multimedia storage device" rather than limiting restrictions to telephone calls.

Expands the stalking statute to include surveillance using electronic, digital, or GPS devices when used continuously for 12 hours or more or on two or more occasions over any period of time.

Maintains existing criminal penalties: class 1 misdemeanor for electronic harassment and class 5 felony for stalking causing fear for safety; class 3 felony for stalking causing fear of death.
