Amends Arizona Revised Statutes sections 28-6701 and 28-6702 regarding county highway establishment, alteration, and abandonment procedures.

Allows county highways to be established or altered through either a county engineer's recommendation or a petition signed by ten or more resident taxpayers, with both pathways subject to board of supervisors review.

Requires the board of supervisors to provide written notice by certified mail at least 60 days before abandoning or vacating a highway and obtain approval from a majority of owners of land abutting the highway or portion to be abandoned or vacated.

Exempts the county engineer's recommendation process from applying to abandonment of roads granted under Revised Statute 2477, the 1866 federal law allowing road claims on public lands.

Specifies that upon receipt of a county engineer's recommendation, the board of supervisors must conduct public hearings and provide newspaper notice consistent with petition procedures.
