Amends Arizona Revised Statutes section 9-1304 to prohibit cities and towns from imposing residential rental license or business license requirements on property owners or property managers.

Allows cities and towns to conduct citywide residential rental property inspection programs only if adopted by at least three-fourths council vote, with public hearing held at least 30 days after notice to property owners.

Requires cities and towns to notify all residential rental property owners registered with the county assessor at least 20 days before the public hearing and publish notice in local newspapers and official municipal websites at least two weeks in advance.

Permits cities and towns that collect sales tax on rent to continue requiring transaction privilege tax licenses for residential rental property owners.

Prohibits cities and towns from establishing separate residential rental registration requirements and requires them to obtain rental registration information only from the county assessor's office.
