Amends Arizona Revised Statutes Section 11-144 regarding resolution of disputes during county formation processes.

Clarifies that the formation commission resolves disagreements involving terminating and transferring affairs of affected counties, community college districts, school districts, and special taxing districts.

Establishes that commission opinions and orders have the same legal effect as attorney general opinions regarding county officers and state officials.

Allows persons aggrieved by commission determinations to appeal to the Arizona Supreme Court with priority hearing.

Requires the commission to complete all work by December 31 of the second year following organization of new counties, after which the commission terminates.
