Amends Arizona Revised Statutes Section 28-3306 to clarify requirements for traffic survival school completion and license reinstatement procedures.

Adds requirement that if the department suspends or revokes a license due to non-compliance with a traffic survival school order, the license cannot be reinstated until the person successfully completes the approved traffic survival school training and educational sessions.

Maintains the department's existing authority to suspend, revoke, or require traffic survival school attendance for various violations including reckless driving, unsafe driving patterns, medical incapability, fraudulent license use, and out-of-state offenses.

Preserves the driver's right to request an administrative hearing within the specified timeframe and the department's obligation to hold hearings within 30 days of receiving a request.
