Establishes fiduciary duties for public officers, public employees who are union members, and unions when negotiating employment bargains, requiring decisions be made in good faith with loyalty to taxpayers and without personal interest.

Declares employment bargains void if tainted by self-dealing, including threats or promises made by unions to public officers, union campaign contributions during negotiations, or compensation primarily for union activities.

Authorizes the Attorney General and any taxpayer in the affected jurisdiction to enforce the law through court action to remedy violations.

Voids any state or political subdivision policies, rules, or regulations incorporating terms of employment bargains that violate this section, and prevents renewal of existing contracts with conflicting terms.

Preempts all inconsistent local laws, ordinances, and regulations adopted by counties, cities, towns, or other political subdivisions regarding self-dealing in employment bargains.
