Amends Arizona Revised Statutes section 15-245 to modify the American Competitiveness Project Fund, which is administered by the Department of Education.

Authorizes the Department of Education to solicit and accept donations, grants, gifts, contributions, and devises from individuals, corporations, and nonprofit organizations for deposit into the fund.

Monies in the fund are continuously appropriated and exempt from lapsing of appropriations provisions under section 35-190.

Allows the Department of Education to use fund monies to provide technical assistance and distribute American Competitiveness Project grants to schools and local educational agencies offering academic programs in: foreign language acquisition, international business or philosophy (defined as study of epistemology, logic, and critical thinking), and world history.
