SB 1068 Summary

• Adds "entertainment" to the definition of expenditures subject to lobbyist reporting requirements, defined as admission to or participation in sporting or cultural events.

• Prohibits principals, lobbyists, public bodies, and designated public lobbyists from making entertainment expenditures to state officers and employees, and prohibits those officials from accepting such expenditures.

• Exempts entertainment from the ban when it is part of a properly reported special event, incidental to a speaking engagement, or provided to school district, community college, or Arizona Board of Regents employees at events in facilities owned or operated by those institutions.

• Requires entertainment expenditures to be reported in the "other expenditures" category on annual and quarterly lobbyist disclosure forms filed with the secretary of state.

• Modifies the definition of "speaking engagement" to exclude entertainment expenses from the category of permitted speaker-related expenditures.
