Amends Arizona Revised Statutes Section 12-822 regarding service of summons in actions against public entities or public employees.

Requires service of summons in actions involving alleged acts within the scope of public employee employment to be made pursuant to Arizona rules of civil procedure.

Allows the state's attorney general to demand in writing that venue be changed to Maricopa County in actions against the state, with the demand made at or before answering and served on the opposing party.

Establishes that such venue change requests must be filed with the court where the action is pending to take effect.
