Amends Arizona Revised Statutes section 8-514 to establish placement preferences for dependent children, listing parents first, followed by grandparents, extended family members, and various licensed care facilities in order of preference.

Requires the agency or division placing a child to provide foster parents with a written summary of known information about the child, including demographics, custody history, family information, medical history, and delinquency records.

Establishes a monthly stipend of $75 for grandparents who have a dependent child placed with them pursuant to statute or court order.
