Amends Arizona Revised Statutes section 8-514 regarding placement of foster children in licensed homes.

Establishes placement preference hierarchy prioritizing parents, grandparents, extended family members, and licensed foster care before group homes or residential facilities.

Requires agencies or divisions to provide foster parents with written summaries of known information about placed children, including demographics, medical history, custody information, and family details at time of placement.

Grants dependent children placed with relatives the same eligibility for services under Arizona Title 36, Chapter 29 as children placed with nonrelatives.
