Amends Arizona Revised Statutes Section 8-162 to establish and administer a program for payment of nonrecurring adoption expenses from appropriated funds or other available sources.

Requires department approval and signed agreement before the final decree of adoption is entered, except in limited circumstances for adoptions finalized between January 1, 1987 and September 27, 1990.

Allows post-finalization reimbursement only when a final decree was entered between January 1, 1987 and September 27, 1990, or when nonrecurring expenses were paid after January 1, 1987 for adoptions finalized before that date.

Requires applicants to file applications by December 14, 1990 for adoptions finalized between January 1, 1987 and September 27, 1990.
