Amends Arizona Revised Statutes Title 33, Chapter 16, Article 1 by adding section 33-1817 regarding planned community authority over public roadways.

Prohibits homeowners associations from regulating any roadway that has been dedicated to or is held by a governmental entity after the period of declarant control ends, regardless of community document provisions.

Exempts planned communities located in unincorporated areas of counties from this restriction, allowing those associations to maintain authority over roadways.
