Repeals sections 28-2439, 28-2439.01, and 28-2439.02 of Arizona Revised Statutes, effectively eliminating the "Don't Tread on Me" special license plate program.

Amends sections 28-2351 and 28-2403 to remove references to the repealed sections and update cross-references to special plate provisions (sections 28-2440 through 28-2448).

Updates sections 28-6501, 28-6991, and 28-6993 to remove the "Don't Tread on Me" plates from definitions of highway user revenues and authorized uses of state highway funds.

Maintains existing fee structures and administrative procedures for other special plates while eliminating this specific plate option.
