Amends section 28-4333 of Arizona Revised Statutes regarding motor vehicle dealer licensing requirements and exemptions.

Removes requirement that nonprofit organizations seeking exemption from dealer licensing must have existed continuously in Arizona for five years before selling a donated used motor vehicle.

Changes terminology from "consignment" to "assignment" for nonprofit organizations selling donated used vehicles through licensed motor vehicle dealers.

Allows individuals who merely provide purchasers the opportunity to buy vehicles from licensed dealers without participating in price negotiation or delivery terms to operate without a dealer license.

Maintains existing requirements for nonprofit organizations to maintain tax-exempt status, not receive pecuniary benefits from sales, and obtain certificate of title assignments through licensed dealers.
