• Amends campaign finance reporting deadlines by changing the preelection report filing requirement from 12 days before an election to 4 days before, with the report complete through the 12th day before the election instead of the 20th day.

• Modifies nonparticipating candidate reporting requirements by removing the trigger report mandate that previously required filing when expenditures or contributions exceeded 70% of spending limits.

• Eliminates the requirement for nonparticipating candidates to file supplemental reports to the secretary of state when reaching specified spending thresholds during primary and general election periods.

• Makes all amendments subject to a three-fourths vote requirement in both houses of the legislature, as mandated by Arizona Constitution article IV, part 1, section 1.

• Declares the act an emergency measure effective immediately upon passage and approval by the governor (approved May 7, 2012).
