Authorizes the Arizona Department of Transportation to issue special athlete special plates if an entity pays $32,000 by December 31, 2012 for implementation costs.

Establishes a $25 annual fee for special athlete plates, with $8 going to the state highway fund and $17 going to a special athlete special plate fund.

Creates the special athlete special plate fund to be administered by the director, with the first $32,000 reimbursed to the implementing entity and up to 10% of annual deposits used for fund administration.

Directs the director to distribute remaining fund monies annually to a global nonprofit organization providing year-round sports training and athletic competition for children and adults with intellectual disabilities.

Allows special athlete plates to be combined with personalized plates if approved by the director, subject to additional personalized plate fees.
