Amends Arizona Revised Statutes section 12-820.02 to expand qualified immunity for public entities and public employees.

Adds new subsection (11) providing immunity for self-inflicted injuries or deaths of prisoners or youth committed to the department of juvenile corrections.

Maintains existing qualified immunity protections unless public employees intended to cause injury or were grossly negligent.

Qualified immunity applies to contractors and contractor employees acting within the scope of a contract, but does not extend immunity to the contractors themselves.
