Amends Arizona Revised Statutes sections 13-105, 13-703, and 13-704 to modify sentencing provisions related to prior convictions and dangerous offenses.

Expands the definition of "historical prior felony conviction" to include out-of-state offenses punishable as felonies by that jurisdiction, committed within five years preceding the present offense, with the same absconder status time exclusions applicable to in-state convictions.

Clarifies that out-of-state dangerous offenses involving discharge or use of deadly weapons or serious physical injury constitute historical prior felony convictions regardless of timing.

Specifies that felony weapons possession violations convicted outside Arizona that would not be punishable as felonies under Arizona law are excluded from prior conviction enhancements.

Modifies repetitive offender and dangerous offender sentencing statutes to apply the same prior conviction enhancements to qualifying out-of-state felony convictions, with exceptions for certain weapons possession cases.
