Amends Arizona Revised Statutes Section 28-8521 regarding joint powers airport authorities established in connection with the closing of military facilities after 1990.

Requires the chairperson of the airport authority's board of directors to annually present a report of activities to the House Ways and Means Committee and Senate Finance Committee (or successor committees).

Beginning July 1, 2013, requires that the annual report be submitted electronically rather than in another format.
