Amends Arizona Revised Statutes § 11-445 regarding fees charged by sheriffs, constables, and private process servers in civil actions.

Prohibits sheriffs from charging a fee for service of uniform traffic tickets and complaints resulting from photo enforcement systems as defined in § 28-601.

Prohibits private process servers from being paid a fee for service of uniform traffic tickets and complaints resulting from photo enforcement systems as defined in § 28-601.

Makes technical corrections to gender-neutral language, changing "him" to "the sheriff" in subsection A(5).

Clarifies mileage fee calculations for constables in counties with populations exceeding three million persons when justice of the peace offices are located outside precinct boundaries.
