Specifies that only one penalty shall be imposed against a person charged and found to have violated both subsections of section 28-4135 from the same series of acts.

Maintains existing provisions allowing court-ordered suspensions under section 28-4135 to run concurrently with department-issued suspensions when civil penalties are imposed for the same conduct.
