Amends Arizona Revised Statutes section 36-2224 regarding emergency medical services and patient transportation requirements.

Requires ambulance services transporting patients from a hospital within their certificated area to a hospital outside that area to transport to the nearest most appropriate facility as defined by federal Medicare guidelines for ambulance services.

Exempts transports initiated under the federal Emergency Medical Treatment and Active Labor Act (EMTALA) from the nearest facility requirement.

Requires certificated ambulance providers responding to 911 or other designated emergency calls to transport patients only to the closest appropriate emergency receiving facility capable of meeting the patient's medical needs.
